I don't think you can find criminal records legally. I'm sure you'll find generic mug shots on any image search but I don't know about if you're looking for a specific person.

Google Whatever state you're in for example if you're looking them up in colorado you would search Colorado department of corrections or lets say you live in Texas you would search Texas department of corrections etc. Go to "Find Inmate " type in the persons info and all their info will be provided for you including a mug shot.
